Mechanical Project Engineer

Mechanical Project Engineer

A Mechanical Engineer to support the Capital Projects Department for local strategic projects portfolio (major projects). The overall program will last for the foreseeable future. The individual would have a background in Project Management, Project Engineering, Project Construction Management, or overall Project Field Support. Typically this role would be filled with a Project Engineer The project scopes will range from piping and pumps, petrochemical process unit revamps and de-bottlenecking, new unit construction, large civil projects, and a wide range of large capital requirements. Responsibility include plan, organize, direct, and execute capital or expense projects. For capital projects, this position is responsible for coordinating and developing all project engineering work including the front end loading (FEL) phases. Job Duties:
  • Ensure that all capital projects meet corporate  approval and are in compliance with all applicable codes, specifications, regulations, and engineering standards.
  • Represent interest in all aspects of project execution (FEL, engineering, procurement, construction, start-up, and close-out).
  • Be responsible for processing projects through management of change (MOC) software program, while also, ensuring timely completion of deliverables
  • Plan, organize, direct, and execute all assigned Capital Projects and selected Expense Projects within approved funding limits and schedules.
  • Prepare and update required project documents in a phase gated Capital Project process
  • Oversee all engineering and support personnel assigned to the project as directed by project manager.
  • Direct the work of engineering and construction contractors required for project execution as directed by the project manager.
  • Directly responsible for timely answers and responses to request for information (RFIs) documents submitted by contractors during execution of projects.
  • Advise management of developments which may substantially affect project cost and schedules and report progress/status.
  • Establish and maintain communication to ensure the accurate and timely flow of information.
  • Coordinate input on projects from operations, maintenance, safety engineering, and other support groups.
 Minimum/Required Qualifications
  • Bachelor’s degree in Engineering preferred (Mechanical, Civil, or Industrial preferred).
  • Project management, project engineering, construction management or similar experience in the refining/petrochemical industry preferred.
  • Broad experience and understanding of refinery maintenance, operating, and project practices.
  • Knowledge of facility siting standards and/or mitigations, preferred.
  • Highly developed technical expertise in design, fabrication, and construction associated with industrial structural steel and piping systems.
  • Ability to apply technical expertise to problem solving while achieving broad business objective.
  • Knowledge of building construction, building complexes, temporary building units, or related work, preferred
  • Ability to work full-time, minimum of four (5) days per week
  • Knowledge of Primavera planning software (P6), Microsoft Project, or similar project scheduling software, preferred
  • Strong knowledge of the Microsoft Office Suite software (Word, Excel, PowerPoint, Outlook, Project, etc.)
  • Strong oral and written communication skills
  • Ability to manage multiple projects simultaneously and to work in a team oriented, multi-task environment
Preferred:
  • Bachelor’s degree or higher in Mechanical Engineering, with experience in pipe stress/layout or maintenance responsibilities with rotating equipment
  • Willing and able to spend periods of time at engineering firms’ locations such as Houston, TX
  • Ability to direct activities and priorities of others through influence
  • Ability to develop and communicate clear and specific strategies and tactics
