Work Details

  • Type: Contract / Project-Based
  • Project Duration: Through project completion and final audit (anticipated through 2028)
  • Start Date: Upon contract award
  • Work Schedule: 5x8 – 40 hour/wk
  • Location: Huntsville, TX

Key Responsibilities

Federal Agreement Administration

  • Serve as the authorized representative for all matters related to the federal cooperative agreement
  • Ensure compliance with agreement terms, conditions, and funding requirements
  • Track timelines, funding limits, and contract milestones
  • Manage and coordinate contract modifications and amendments
  • Ensure all changes in scope, cost, or schedule are formally approved

Document Control & Oversight

  • Maintain organized and audit-ready project documentation
  • Track project expenditures against approved funding plans
  • Prepare and submit reimbursement invoices in compliance with federal standards
  • Ensure cost documentation aligns with federal reimbursement requirements

Stakeholder & Contract Coordination

  • Act as primary liaison between federal agencies, local government, and engineering partners
  • Coordinate communication and ensure alignment across all stakeholders
  • Maintain records of decisions, communications, and change requests
  • Support issue resolution and contract-related problem solving

Compliance & Closeout

  • Monitor compliance with federal funding and reporting requirements
  • Ensure proper procurement and documentation practices are followed
  • Lead contract closeout activities, including final reporting and audits

Required Qualifications

  • Experience in contract administration, project management, or program administration
  • Demonstrated experience working with federally funded projects or grants
  • Strong understanding of compliance, documentation, and reimbursement processes
  • Ability to manage multiple stakeholders and coordinate across organizations
  • Excellent organizational, communication, and documentation skills
  • Experience tracking budgets and ensuring financial accountability

Preferred Qualifications

  • Experience with federal cooperative agreements or infrastructure/public works projects
  • Knowledge of federal reimbursement and audit requirements
  • Familiarity with interagency coordination and government contracting environments
  • Professional certifications related to project management or contract administration
