Refinery Project Manager

  • Location: Galveston, TX
  • Duration: Long-term Contract
  • Compensation: Competitive, Dependent on Experience (DOE)

Overview:

We are seeking a highly skilled, turnkey Refinery Project Manager to lead downstream oil and gas projects from initial concept through final execution. Working with a prominent refining company at their Galveston area facilities, you will own the entire project lifecycle.

The ideal candidate is a self-starting leader who thrives on taking full ownership within an active refinery environment—someone who can comfortably transition from high-level front-end development and engineering coordination to on-the-ground construction oversight. If you are a full-scope PM who prides yourself on delivering downstream capital projects safely, on time, and within budget, we want to hear from you.


Key Responsibilities:

Your day-to-day responsibilities will span the entire life of the project, categorized into three core phases:

1. Front-End Development & Scope Definition

  • Lead Front-End Engineering Design (FEED): Drive the early-stage project development, front-end loading (FEL), and feasibility studies.

  • Define Project Scope: Collaborate closely with stakeholders to clearly define project boundaries, objectives, deliverables, and success metrics.

  • Risk & Cost Estimation: Establish initial project budgets, schedules, and risk mitigation strategies during the development phase.

2. Detailed Engineering & Procurement

  • Manage Engineering Efforts: Oversee detail engineering processes, ensuring technical compliance, safety standards, and project alignment.

  • Coordinate with Engineering Firms: Act as the primary point of contact for external EPC (Engineering, Procurement, and Construction) partners and engineering design firms.

  • Develop Bid Packages: Author comprehensive, technically sound bid packages for equipment, materials, and contract services.

  • Manage Bidding Process: Evaluate incoming bids, lead commercial and technical negotiations, and facilitate contract awards.

3. Construction & Execution Oversight

    • Oversee Project Execution: Manage field construction, installation, and commissioning efforts through to final project completion and handover.

    • Maintain Project Control: Actively monitor project schedules, cost tracking, and quality assurance, implementing corrective actions when deviations occur.

    • Safety Leadership: Ensure all field activities strictly adhere to OSHA standards and site-specific safety protocols.


Qualifications & Experience:
  • Experience: 8+ years of project management experience in a refining, petrochemical, or heavy industrial environment.

  • Turnkey Expertise: Proven track record of successfully managing projects through the entire lifecycle (from inception/conceptual design to final commissioning/closeout).

  • Technical Background: Bachelor’s degree in Engineering (Mechanical, Chemical, Electrical, or Civil) preferred or equivalent hands-on industrial project management experience.

  • Vendor Management: Strong background in managing external engineering firms, general contractors, and equipment vendors.

  • Communication: Exceptional leadership and negotiation skills, with the ability to communicate technical concepts effectively to both field crews and executive stakeholders.

  • Location: Ability to work on-site in the Galveston, TX area
