- KAP Project Services is seeking a Senior Estimator to serve as a capital cost and cost‑modeling authority for a large, long‑duration power generation and infrastructure program. This role goes far beyond traditional estimating or cost accounting.
- You will own the capital cost modeling, validation, and risk analysis for one of the most complex behind‑the‑meter energy and infrastructure developments in the United States, supporting both power generation assets and large‑scale data center construction over a multi‑year execution horizon.
- As an owner‑side, embedded estimator working closely with engineering, procurement, and construction leadership, your cost models will directly inform investment decisions, EPC strategies, procurement sequencing, and executive‑level capital allocation.
- This is a high‑impact, senior‑level role for an estimator who thrives in complexity and wants long‑term involvement on a landmark program.
- Develop, maintain, and continuously refine Class 5 through Class 1 capital cost estimates for large‑scale energy and infrastructure projects.
- Estimate utility‑scale simple‑cycle and combined‑cycle natural gas generation, including turbines, HRSG systems, cooling infrastructure, balance‑of‑plant, substations, and high‑voltage interconnections.
- Produce integrated capital cost models supporting feasibility analysis, project sanctioning, execution planning, and cost control, aligned with evolving engineering maturity.
- Perform detailed quantity takeoffs and bottoms‑up cost modeling, validating engineering assumptions and pricing labor, materials, equipment, indirects, escalation, and contingency across civil, mechanical, electrical, I&C, and BOP scopes.
- Support EPC and OEM bid evaluation and bid leveling, performing detailed scope, assumption, and commercial reviews.
- Partner with engineering and procurement teams to define owner‑furnished vs. contractor‑furnished scopes, optimizing cost, schedule, and risk.
- Track and incorporate commodity pricing trends, labor market conditions, and long‑lead equipment dynamics, including turbines, generators, transformers, steel, and copper.
- Conduct risk, sensitivity, and scenario analyses to evaluate capital cost exposure under varying economic, schedule, and execution assumptions.
- Clearly articulate downside, upside, and mitigation strategies to technical and non‑technical stakeholders.
- Identify and support value engineering and cost optimization opportunities, including constructability improvements, scope refinement, and integration efficiencies between generation assets and data center loads.
- Benchmark costs against comparable utility, EPC, and hyperscale infrastructure projects to validate assumptions.
- Serve as a trusted cost advisor to engineering, construction, finance, and executive leadership.
- Prepare clear, executive‑ready cost summaries and decision‑support materials for senior leadership and investment reviews.
- Support capital planning discussions across a multi‑year delivery program with long‑term execution visibility.
- 10+ years of experience in industrial or infrastructure estimating.
- 5+ years focused on utility‑scale power generation or heavy industrial projects with capital budgets exceeding $500MM.
- Proven estimating experience for simple‑cycle and combined‑cycle gas projects, including turbine procurement, HRSGs, cooling systems, and high‑voltage electrical infrastructure.
- Strong understanding of natural gas power plant architecture, EPC delivery models, substations, and high‑voltage transmission.
- Familiarity with large‑scale data center or industrial facility construction is strongly preferred.
- Demonstrated ability to develop estimates across all project phases, from conceptual feasibility through execution‑ready control budgets.
- Expert‑level experience with HCSS HeavyBid, WinEst, Sage Estimating, or equivalent estimating platforms.
- Advanced Excel‑based cost and financial modeling skills, including sensitivity and scenario analysis.
- Strong working knowledge of the Texas energy market (ERCOT) and regional labor dynamics.
- Experience with Lump Sum, GMP, and Cost‑Plus / Target Price contract structures.
- Bachelor’s degree in Construction Management, Mechanical Engineering, Electrical Engineering, or a related discipline.
