Senior Project Manager – Direct

  • Location: Dallas, TX
  • Duration: Direct Hire - Long Term
  • Pay Rate: DOE

    Overview:

    The Senior Project Manager is responsible for managing a portfolio of complex, high-value capital projects within a petrochemical, refining, or midstream environment. This role leads projects from concept through execution, ensuring alignment with business objectives, regulatory requirements, and operational needs.

    Key Responsibilities:

    Project Development & Strategy
    • Define project scope, objectives, risks, and business case with stakeholders
    • Develop technical strategies and provide support to business units
    • Analyze project economics and calculate ROI for capital investments
    • Prepare and present project charters and AFE estimates for approval
    Project Execution & Leadership
    • Lead and manage cross-functional project teams
    • Assign responsibilities, ensure accountability, and drive performance
    • Oversee all phases of project execution from planning through completion
    • Host project meetings and provide ongoing direction and updates
    Engineering & Design Oversight
    • Oversee design and construction of pipeline, facility, and plant modifications
    • Coordinate internal and third-party engineering resources
    • Manage design deliverables, drawing reviews, approvals, and version control
    • Ensure compliance with engineering standards and best practices
    Procurement & Contractor Management
    • Develop and manage RFPs, bid packages, and procurement activities
    • Participate in vendor selection, evaluations, and contract negotiations
    • Build and maintain strong relationships with contractors and suppliers
    • Oversee contractor performance, productivity, and cost control
    Construction & Field Coordination
    • Coordinate construction activities with operations, maintenance, and safety teams
    • Ensure site execution aligns with safety, regulatory, and operational requirements
    • Provide on-site leadership during critical project phases
    • Direct third-party inspectors and oversee daily project execution
    Project Controls & Performance
    • Manage cost, schedule, and productivity to improve project profitability
    • Track project expenditures, contractor time, and resource utilization
    • Develop and maintain project documentation including:
      • MOCs (Management of Change)
      • Risk registers
      • PSSRs (Pre-Startup Safety Reviews)
      • Job plans and project closeout documentation
    • Monitor performance and implement corrective actions as needed

    Experience:

    • Minimum 10 years in petrochemical, refining, or midstream industry
    • Minimum 5 years of project management experience

    Education:

    • Bachelor’s Degree in Engineering preferred
    • Equivalent industry experience considered
    • PMP or other project management certification preferred
